By KEN MA SENTINEL STAFF WRITER Frank Victor Papia was the kind of guy who would escort older women to their cars after bingo games, offer emotional support to his family and volunteer many hours to make his community a better place. The World War II veteran and former Altamonte Springs Police Department employee died Friday of lung cancer and congenital heart failure, his family said. He was 86.
Papia was born in New York City in 1918. He served in the Army during World War II and afterward worked as a civilian employee for the Navy in Long Island, N.Y. He was transferred to the Orlando Naval Training Center in 1966. He retired from the Navy in the 1970s. He became an administrative assistant for Altamonte HANSELL, LINDA SUE, 55, passed away on July 22,2005 at Emory University Hospital in Atlanta, GA.
Linda was a lifelong resident of Osceola County, recently residing in Cuthbert, GA. She was a Baptist and attended Mt. Hebron Baptist Church, Coleman, Ga. Waugh who preceded him in death and his mother, Mildred Waugh now living in Maryland. He is now at peace and will be missed and loved by all. He was a dedicated soldier who spent two tours in Vietnam. His military career began in the Delaware National Guard in 1948 and ended with his retirement from the active Army in 1987 where he served as the Army's Senior Retention Sergeant Major. He also served tours of duty in Germany.
Upon his retirement he was awarded the Legion of Merit for his more than 38 years of service. He then began working as a Civil Service employee for the Department of the Army and remained in that position until retiring and moving to Clermont in 1998. The Mazda sideswiped another car and then hit Wayne Kleinhart's pickup truck, causing the truck to flip over.
An SUV was then hit, causing it to roll over, too. Kleinhart was ejected in the crash and later flown to a hospital, where he died. A 2-year-old boy and a 12-year-old girl in the SUV also were flown to a hospital, though their injuries were considered minor. The driver of the Mazda, identified by investigators as Gary Greenburg, 19, of Sunrise also was taken to a hospital with minor injuries No charges had been filed. Investigators are looking for the black BMW.

COMPILED FROM WIRE REPORTS Two South Florida highways turned deadly as a teenage driver was fired on from a passing vehicle, and a man died when two cars thought to have been racing crashed. On Sunday, shots fired through the open window of a moving vehicle on Interstate 95 in Delray Beach killed Michael Reich, 19, of Lake Worth and wounded his sleeping passenger, police said. Reich was shot twice in the side and died on the scene, Delray Beach police spokesman Jeff Messer said. Barbara Wallace, 19, ofLan-tana was asleep in the passenger seat, which was reclined, and had her feet hanging out the window of the white Ford Taurus.

"They're trying to get rid of the problem towers, and there are several in Central Florida," Seamon said. "But the truth of the matter is they're not going to get rid of the problem that way." Chief Assistant City Attorney Natasha Permaul said the city has been hobbled in its ability to crack down on predatory wrecker companies because some, such as Gren's, are based outside the city limits and aren't required to have an Orlando occupational license. The new rules would require towing businesses that haul away cars parked illegally on private property, called "trespass tows" within the industry, to maintain storage lots within the city and obtain a city occupational license. Businesses that break the rules could "cash-only" business and more. City officials say the changes would give police and prosecutors more teeth to go after predatory tow companies. The city is prosecuting the owner of one of downtown Orlando's busiest towing businesses, TowTruck Company of Orlando.
Owner Paul Gren faces a dozen cases of overcharging customers and is scheduled to go on trial in the next few weeks. Under Orlando's current towing regulations, drivers who retrieve their vehicles within 24 hours can be charged no more than $100. City prosecutors and victims say Gren routinely tacks on an extra $45. His business also accepts only cash and does not provide change, police say.
